SENATE CONCURRENT RESOLUTION NO. 16 Urging the state                           
executive branch administration, University of Alaska administration,          
and Alaska Court System administration to negotiate collective                 
bargaining agreements that result in a net zero cost increase, was             
read the second time.                                                          
                                                                               
Senator Sharp moved and asked unanimous consent for the adoption               
of the Finance Committee Substitute offered on page 1814.  Without             
objection, CS FOR SENATE CONCURRENT RESOLUTION NO.                             
16(FIN) was adopted, read the second time and was before the
